Travel restrictions were one of the many challenges that students faced due to the COVID-19 pandemic. Students were forced to make changes to their study abroad plans and institutions were forced to deliver their programs online.
In 2020, the total number of new study permits issued to post-secondary students was a little over 64,000, which was a 75% decline from the previous year.
In 2021, with travel restrictions being lifted across the globe and institutions returning to in-person study, the number of new study permits issued increased to more than 300,000 which equates to a 375% increase from 2020.

Conestoga College
Founded in 1967, Conestoga College, located in Kitchener, Ontario, Canada, offers more than 200 career-focused programs at six campuses across Southwestern Ontario. The college has a student population of 16,500 full-time students, 30,000 part-time (continuing education) students, and 7,000 international students from 80 countries.
Conestoga College has seen incredible growth in its international student population. The number of new study permits issued to Conestoga College students increased by 72% from 2019 to 2021 and nearly 350% from 2017 to 2021.
Seneca College
Founded in 1967, Toronto, Ontario, Canada’s Seneca College offers partnerships with industry leaders, the latest in hands-on technology, a variety of class sizes, and full-time, part-time, and continuing education options. More than 90,000 students (including 7,000 international students) study at Seneca’s five campuses.
Seneca College has attracted over 29,000 international students since 2016. Seneca saw nearly 590% growth from 2020 to 2021, making it Canada’s number two college for new study permits issued.
Centennial College
Centennial College, based in Toronto, Ontario, is Canada’s very first community college. Founded in 1966, Centennial offers degree programs in business, communication, engineering technology, and more.
Centennial College had just under 1,400 new study permits issued in 2020. In 2021, Centennial made a comeback with more than 7,200 new study permits issued to students.
St. Clair College
Founded in 1967, St. Clair College is a highly acclaimed public community college in Windsor, Ontario, Canada. More than 13,000 full-time and 20,000 part-time students study across the college’s multiple campuses. Windsor Campus, the college’s main campus, and the Downtown Campuses, are in Windsor, and Chatham Campus is in Chatham, Ontario.
In 2021, St. Clair saw an increase of nearly 5,900 new study permits, amounting to a 40% jump in numbers and a total of more than 7,100 new study permits issued. This was a 170% increase from 2017 to 2021.
University Canada West
Established in 2004, University Canada West (UCW) is located in the heart of vibrant Vancouver. UCW offers a range of career-focused programs including the Bachelor of Commerce, Bachelor of Arts in Business Communication and Master of Business Administration.
University Canada West is the most popular university for international students in Canada. The number of new study permits issued for UCW students in 2021 was more than four times higher than 2019. This was a strong comeback after a 52% decline from 2019 to 2020.
