Today, Immigration Minister Sean Fraser announces a new permanent residency pathway for Ukrainians to help keep their families together.
People who have escaped Russia’s unlawful invasion and wish to remain in Canada will be able to take advantage of this new pathway starting from October 23, 2023.
It will allow them to apply for Canadian permanent residency (PR). To be eligible, Ukrainian citizens must be temporarily residing in Canada and have at least one member of their immediate family already established in the country.
This announcement comes in context to commitment of providing extra support for Ukraine during the NATO Summit in Vilnius, Lithuania.
Those who are qualified to apply include Canadian citizens or permanent residents’ Ukrainian spouses, common-law partners, parents, grandparents, siblings, and children or grandkids.

The new pathway to permanent residency will not need any financial undertaking on the part of families, and the application deadline will be until October 22, 2024.
Parents and Grandparents Program quota as per immigration levels plan of 2023-2025, will not be affected in any way by this new Ukrainian family reunification program.
People from Ukraine who are admitted via this new pathway will be additional numbers to already set ambitious immigration targets of Canada.
CUAET (Canada-Ukraine Authorization for Emergency Travel) Is Now Closed
CUAET (Canada-Ukraine Authorization for Emergency Travel), a special fast-track program allowing Ukrainians to travel to Canada ended today on July 15, 2023.
However, under the provisions of the temporary exceptional measures, citizens of Ukraine in possession of a CUAET (Canada-Ukraine Authorization for Emergency Travel) visa will have until the 31st of March, 2024 to come to Canada.
Since it was first launched in March 2022, the Canada-Ukraine Authorization for Emergency Travel (CUAET) program has allowed more than 166,000 Ukrainians to temporarily seek refuge in Canada.
New Ukrainians applicants and members of their families will still be able to apply for a temporary residence visa to enter Canada under the normal immigration/visa programs.
After entering the country, temporary residents will have the opportunity to seek for an extended stay of up to 3 years via open work permits and study permits, which will all be prioritized.
They will also have access to services pertaining to settling, such as assistance pertaining to employment and language training.
How many applications are processed under Canada-Ukraine authorization for emergency travel (CUAET)?
IRCC received 1,100,403 temporary resident applications between March 17, 2022, and July 1, 2023.
Out of these, 793,804 applications have already been approved as of July 11, 2023.
Furthermore, 166,849 Ukrainians have already arrived in Canada under CUAET.
